Handwriting to Text App Windows: Pen and Ink Tools

By Schema LawPublished Updated

On Windows, the handwriting to text app you need may already be installed. A touchscreen PC has a handwriting panel in its touch keyboard that turns pen or fingertip writing into typed text in any text box. OneNote converts ink you select, and Word, Excel, PowerPoint and OneNote for Microsoft 365 have an Ink to Text pen.

What converts handwriting to text on a Windows PC?

Three Microsoft tools convert handwriting to text on a Windows PC: the handwriting panel in the Windows touch keyboard, the Ink to Text command in OneNote, and the Ink to Text pen in the Microsoft 365 desktop apps. All three work on writing made on the screen. None of them is described by Microsoft as a reader of scanned paper.

That split decides which handwriting to text program fits your task.

  • You want to write in place of typing. A search box, an email reply, a field in your practice management system. The handwriting panel does this, and it comes with Windows on a touchscreen device.
  • You took a page of notes in ink and want it typed. OneNote's lasso and Ink to Text command convert ink after the fact.
  • You want ink to become type as you write inside a document. The Ink to Text pen in Word and the other Microsoft 365 apps does that, on the Windows versions and languages Microsoft lists.
  • The handwriting is on paper. That is a scan or a photograph, and it needs recognition software that reads images. The pen tools are the wrong kind of tool for it.

If you searched for convert handwriting to text free software, start with the first of those: the panel costs nothing beyond the PC. OneNote and Word depend on the Office licence your firm already holds, so check your own subscription before you assume either is available on a given machine.

The Windows handwriting panel on the touch keyboard

The Windows handwriting panel is one of the layouts of the touch keyboard. Microsoft's page Get to know the touch keyboard describes it in one line: "This layout opens a handwriting panel a pen or fingertip can be used to input text."

The same page gives the steps to reach it on Windows 11:

  1. Open the touch keyboard. Microsoft says it opens automatically when you tap where you would like to enter text, or you can select the Touch keyboard icon in the system tray area of the taskbar.
  2. Select the keyboard settings icon in the upper-left corner of the touch keyboard.
  3. Choose the Handwriting panel from the layout options.
  4. Write in the panel. Your writing is entered as text where the cursor sits.

Two conditions come from the page's own summary. The touch keyboard is for a Windows device that "has a touchscreen", so a desktop PC with an ordinary monitor has nothing to write on. And if the Touch keyboard icon is missing from the taskbar, Microsoft points you to a separate article on enabling the touch keyboard.

The page does not say how the panel copes with cursive, which languages it covers, or where recognition happens. Do not guess at those. Write three sentences from a real file note into a blank document, including a surname, a date and a dollar amount, and read what comes out.

Treat the panel as a keyboard replacement. It suits a sentence or a short paragraph entered into a field. It keeps no ink: once the text is entered, the handwriting is gone, so there is no original to check the typed words against later.

Pen and Windows Ink settings that change how handwriting is entered

The Pen and Windows Ink settings page decides whether the handwriting panel accepts a fingertip, and on a Surface it sets what the pen's top button does. Microsoft documents the fingertip option on its touch keyboard page and the button shortcuts on its Surface Pen page.

The fingertip setting sits in a different place in each Windows version, according to the touch keyboard page:

Windows versionPath Microsoft givesOption to select
Windows 11Start, Settings, Bluetooth & devices, Pen & Windows Ink, then expand the Handwriting sectionWrite with your fingertip
Windows 10Start, Settings, Devices, Pen & Windows Ink, under the Handwriting sectionWrite in the handwriting panel with your fingertip

The same Microsoft page notes that support for Windows 10 ended on October 14, 2025. If the office tablet still runs it, that is a question for whoever manages your machines, separate from handwriting.

For a Surface Pen, Microsoft says that once the pen is paired you can change what the top button does under Bluetooth & devices, Pen & Windows Ink. The Surface page also explains the part of pen input that matters most when you take notes at speed: "Your Surface is designed to ignore your hand and other inputs while you write." If your palm leaves stray marks or moves the page, that sentence describes what should be happening, and the pen pairing is the first thing to check.

Pens from other makers have their own settings software. Read the maker's instructions for your model.

Does Windows read a scanned page of handwriting?

Microsoft's pen pages do not describe any Windows tool that reads a scanned page of handwriting. The handwriting panel takes writing made on the screen. The Ink to Text pen, per Microsoft, "only works with handwriting from a digital pen (or stylus) on your device." A scan is a picture, and the ink tools do not open pictures.

Microsoft's Office pages are frank about scanned handwriting. Its page on inserting scanned text into Word says of opening a scanned PDF: "Handwritten text is seldom recognized, so scanning typed or printed text will give the best results."

OneNote has a separate command for pictures, which Microsoft documents on its page on copying text from pictures and file printouts using OCR, and the OneNote post covers whether it reads a photo of handwritten notes.

So for a handwritten letter, a page of a diary or an adjuster's notes that arrived on paper, a handwriting to text PC tool built around a pen will not help. You need software that reads page images, and you need to proofread whatever it returns against the page. One browser-based option is Schema Law, which takes a PDF, PNG or JPEG of up to 20 MB and reads the pages into text you can export in eight formats. Its homepage says recognition is weaker on handwriting than on clean print and that nothing marks a passage as uncertain, so check every name, date and amount.

Give that letter, diary page, or set of adjuster's notes a plain second look. Confirm the names, the dates, the amounts, and any signature on the image, and keep the image. It is your documentary evidence. A line saying who scanned the paper supports authentication and a simple chain of custody. You can then judge the relevance of a sentence you have actually read.

Windows handwriting tools compared: panel, OneNote and Word

The Windows handwriting panel enters text anywhere, OneNote converts ink you have already written, and Word converts as you write with a special pen. The table sets out what Microsoft's own pages say about each, with the page each statement comes from.

The languages Microsoft lists for the Ink to Text pen are English, Spanish, Japanese, French, German, Portuguese (Brazil), Italian, Simplified Chinese and Korean, with the language "determined based upon the Windows input language."

Each of the Office tools has its own post. For the lasso steps, versions and what to do when OneNote selects too much, see using Ink to Text in OneNote on Windows. For the pen on Word's Draw tab and the editing gestures, see converting handwriting to text in Word.

Choosing among the three

  • A fee earner who wants to fill in time entries or search boxes by pen needs only the panel.
  • A lawyer who writes a full page of meeting notes and wants to keep the look of the page until later should write in OneNote and convert a selection when the meeting is over.
  • A lawyer drafting straight into a document with a pen needs the Ink to Text pen, and should confirm the Windows build first.

Whichever you choose, the result is a draft. Read it against what you meant to write before it goes on the file. If you are still deciding whether a Windows pen device is the right hardware at all, the post on tablet handwriting to text apps compares the device classes.
